Mark S. Hegedus

General Counsel

Mark S. Hegedus is a distinguished litigation attorney with over three decades of experience navigating the intersection of antitrust law, consumer protection, patent law, federal energy regulation, and complex federal litigation. Most recently, Mark served for 17 years as a litigation attorney in the Office of the General Counsel at the Federal Trade Commission (FTC), where he represented the agency in high-stakes proceedings across the United States, including the U.S. Supreme Court.

A seasoned appellate advocate, Mark has drafted merits and amicus briefs for and presented oral arguments in nearly every federal circuit court of appeals. His work at the FTC involved close collaboration with components of the U.S. Department of Justice, including the Office of the Solicitor General, the Antitrust Division, and the Civil Division, to forge consensus on litigation positions. He received the Brandeis Award, one of the FTC’s highest honors, for this work. While at the FTC, Mark also provided legal advice to commissioners and staff on a wide range of subjects, including legal privileges, document preservation obligations, and document management. He was also a leader in the agency’s Diversity Council and the LGBTQ+ community.

Prior to his tenure in the FTC’s General Counsel office, Mark was a partner at Spiegel & McDiarmid LLP, where he spent over a decade representing municipal and cooperative entities in complex energy litigation, including before the Federal Energy Regulatory Commission, state public service commissions, and federal courts. His career also includes significant service as a Trial Attorney in the Antitrust Division’s Transportation, Energy and Agriculture Section. He is a recognized expert on antitrust and competition issues in the electric and gas industries. He was a contributing author to the American Bar Association’s Energy Antitrust Handbook, Third Edition (2017), and has been a frequent participant in AAI’s Energy Roundtables

Beyond his legal expertise and experience, Mark is known as a collaborative leader and an innovative creator of welcoming, inclusive workplace environments. He holds a J.D. from the New York University School of Law and a B.A. from the University of Michigan. Prior to law school, Mark served three years as congressional staff for two members of the U.S. House of Representatives. He is proficient in French and is an active choral singer.
