On January 21, 2004, the American Antitrust Institute (AAI) held a day-long workshop on electricity restructuring issues at the headquarters of the National Rural Electric Cooperative Association (NRECA) in Arlington, Virginia.1 The workshop was by invitation only. AAI greatly appreciates the participation of about 35 government officials, academics, consumer and business representatives.
