When tested by crisis, are our antitrust and privacy laws up to the task? Can agencies respond effectively, in the moment, and do their decisions stand the test of time? Is there a need for special emergency standards, perhaps for certain critical sectors? When, if ever, should factors that undermine competition and privacy objectives be considered in the midst of national emergencies and, if so, how?
