AAI Senior Fellow Ken Davidson shares his conclusion that transitional economies need competition laws that are designed differently than the American or European laws on which virtually all competition laws have been based. He does not recommend radically different substantive standards for evaluating anticompetitive behavior; rather, he recommends ways in which transitional economies might make new competition laws more acceptable and effective, focusing on presenting their "plain meaning."
